Heats up and flesh tones get all blurry.Took it apart cleaned all 3 fans which were all operational no help.Is this a ballast problem?How about color wheel or digital doard.Please help dont want to replace the wrong part.

Most likely a color wheel problem. The wheel is probably not spinning correctly there for blurring flesh tones and making it appear blurry on picture. You'd really need to take a photo of it though or video to show us.

Lets get to the basics.
Do you hear any strange noises coming from the back of the TV?
How long ago did you buy your TV?
Have you ever replaced the lamp? (If yes how long ago)
Have you cleaned the inside of your tv in the last 6 months?
When you bring up the TV menu do you see it perfectly?

Thanks guys for your input I replaced the color wheel which i purchased new on ebay for 88.00.Tv fired up and works perfectly!Problem solved.
