there is a protective paper surrounding the bulb. do I have to replace that if I just order the bulb? Also, the fan below seems a bit dusty, Is it safe to pull it out and clean it?

You don't need to replace that. If you buy a new one from DM though it'll come with that paper, but it's supposed to protect in-case of explosions or something... I think its more of a liability than anything!
