With MS Windows, you can use Visual Basic. Or, for any operating system, you can make an HTML page that has timed objects on it.
With HTML you have a border unless you do some advanced stuff. Also, it is not a secure screen saver, and it is not timed to come on automatically, so you need to start it manually.
If you have MS Access, it comes with a form timer control that will click on the timer event automatically, plus you can make it full screen with no border.
